Support if/then/else branching

We currently have an if action for conditionally
executing another action, but it'd be nice to turn this into a
fully-fledged conditional branching paradigm component, with
optional elif(s) and else clauses. This
would be different than a state transition list, as each condition
would be tested at most once, and one (or none, if there's no
else) of the clauses would execute immediately.
