Improve server's network configuration UI

- Turn the current "Network Preferences" window into a "Network" pane in the main preferences window
- Allow port selection in network preferences
- Make the "Network" toolbar button open the "Network" preference pane
- Remove the "Network" menu (the "Stop Server" and "Stop Accepting" items aren't useful, and we don't need a third way to access network preferences)
