Support per-listener event filtering

For example, the user might want to exclude some events from the event file but still have them sent to MWClient.
If we ever switch to ZeroMQ for event transport, then the filtering built in to pub-sub connections would be a natural fit for this.

The ability to exclude specific variables from the event file mostly obviates the need for this.
