Include experiment XML in event stream

This would provide a record of the exact experiment that generated a given event file, which is helpful when you have multiple versions of a given experiment that differ in small but significant ways (e.g. the value of a constant).
The XML could be included in the M_EXPERIMENT_STATE
system event, although that event is emitted any time the run state
changes, which would result in multiple copies of the XML.
