Multiple plugins could implement the same XML signature, resulting in unexpected behavior

A plugin, "PluginOne.bundle," and another, "PluginTwo.bundle" could both register an object for stimulus:type="widget"
Currently, whichever one is registered last will win the day. Not sure if an error is raised or not in this case.
