Canceling scheduled action should cancel ScheduleTask immediately

Currently, a scheduled action only sees that its "cancel" variable has been set when it tries to execute. We should change this so that the ScheduledActions constructor adds a VariableNotification on the cancel variable, which calls node->cancel() immediately when the variable it set to true.
