Client isn't notified of variable set changes

For example, if two clients are connected, and one loads a new variable set, then the other isn't notified of the change (and can't display the variable set name in its UI). Also, if the server is running with a variable set loaded, and a client subsequently connects, the client isn't informed about the loaded variable set.
